Born in 1962, Dr. Bekir Bülent Alpay completed his secondary and high school education in İzmir, and graduated from Ege University Faculty of Medicine, which he entered in 1979, in 1985. He did his compulsory service between 1985-1987 and his military service between 1987-1989. He started his specialty training in İzmir Tepecik Training and Research Hospital in 1991, became an Ophthalmologist in 1994 and continued his duty at the same hospital.

He worked at Karşıyaka State Hospital since 2005 and at Çiğli Regional Training and Research Hospital between 2016 and 2019. He retired in November 2019 and continues to work at Private Park Medical Center.
